我が国での自動車共同利用の適用可能性について,共同利用の導入による車両削減可能台数及び消費者利益に関する分析を行った.車両削減可能台数に関しては,自動車依存が進んだ代表的な地域の1つである愛知県豊田市の平日・休日パーソントリップ調査データを用いて分析を行った.世帯内での自動車利用の最適化,近隣地域での完全な自動車共同利用化,各世帯のセカンドカー相当分の共同利用化,の3つのケースで必要車両数を算出し,自動車共同利用システムの導入による削減可能な車両数および共同利用に対する潜在需要を推計した.分析の結果,平日の方が休日より必要台数が多く,平日の自動車需要によって自動車保有が決定されていると考えられること,平日では共同利用システムの導入により約30%の車両を削減できる可能性があることが示された.また,共同利用による車両によって残りの自動車需要の約10%を担う必要があることが示された.消費者利益に関しては,豊田市を含む中京都市圏パーソントリップ調査データを用いた分析を行った.はじめに,パーソントリップ調査データで観測された自家用車によるトリップをタクシー、レンタカーで代替した場合の費用と一般的な自動車保有費用と比較することにより,保有自動車余剰台数,代替による費用削減可能額を算出した.続いて,タクシー,レンタカーに共同利用車を追加し,同様に余剰台数と費用削減可能額を算出し,それらの差を共同利用による消費者利益とした.分析結果より,全体として自動車共同利用システムの導入による消費者利益は非常に大きいこと,また,都心部より郊外の方が効果が大きいことが示された.
