この研究は、東京都墨田区京島2丁目という具体的な地域を対象としたもので、その住環境に対する調査・分析と再生のための提案である。同地区は、元々は江戸近郊に広がる農地であったが、明治から昭和初期にかけての時期、とりわけ関東大震災以降に、工場労働者向けの棟割長屋として開発された地域である。第二次大戦の戦災を免れたために、当時の社会構造が、物理的にも地域社会的にも今日まで遺っている。建物は、現在は家内工場や零細アパートに転用されている。この地域は未区画整理地域で、細街路や路地が多いが、この複雑に入り込んだ街路網に面して住民が草花を飾るという習慣があり、下町風情が色濃く遺っている。その一方で、この地区では近年、家屋の老朽化や住民の高年齢化が進み、地震や火災に対する危険性が高まり、都内で最も防災上危険な地域に指定されている。本研究は、東京大学の大学院で行なった都市の改変に関する研究を進めたもので、同地区を対象に詳細な調査と分析に基づき、都市再生の具体的なプランを提示している。2年間に渡る研究の成果は五冊の報告書(総頁数約4000)としてまとめられている。これらの成果は、報告書としてまとめると共に、東京都や墨田区を始めとする各種行政機関や住民組織、開発主体、学会などの場で公表され、さまざまな立場からの意見の収集を試みている。この研究で得られたカタログは、同地区の再開発などに携わる計画主体や行政が計画案を作成するに際して参照すべきガイドラインとなるもので、単にフィジカルな建物の更新に関する指針になるだけでなく、社会的なインフラストラクチャの保全策・改善策としても有効なものになっている。
