项目摘要

平成18年度は、以下の3点を中心に研究を行った。第1は、前年度からの継続研究として、日豪関係の文脈で、第一次世界大戦前後のアジア・太平洋地域における国際秩序の形成と、それに対する日本の国際協調外交の論理を考察する研究である。2006年8月には、オーストラリア・キャンベラで委任統治に関係する諸史料の調査・閲覧を行った。調査の主眼は、第一次世界大戦の際、日本やオーストラリアによって占領されたドイツ領南洋群島の軍政から委任統治開始にいたる統治の思想・実態について明らかにすることであった。調査の成果は、「南洋群島委任統治制度の形成-日豪関係の視点から-」2006年12月、『二十世紀研究』第7号として発表した。第2は、上記テーマと関連させつつ、日本の委任統治政策の初期段階における、政治的・社会的・文化的背景を通観する研究である。オーストラリアとの比較研究、また、文明論・人種論との関連を考察にくわえ、全体として、委任統治政策が、日本の対外関係においてどのような意義をもつものであったのかをまとめた。オーストラリア学会第3回地域研究会で発表を行った後、「「文明の使命」としての日本の南洋群島委任統治-過剰統治の背景-」2007年2月、『南洋群島と国際関係』(浅野豊美編)のかたちで公表した。第3は、研究の基礎となる視点を定めるための研究である。国際協調の内実はいかなるものであったのか、また、どのような観点からそれを分析するのか、功利的自由主義の立場をとりあげて分析した。具体的には、明治期のエコノミスト田口卯吉の言論から、日本の国際協調主義者の一つの典型をみいだす作業で、「天孫人種は白人なり田口卯吉の現実外交路線」2007年3月、中京大学社会科学研究所叢書第20巻『アジア太平洋地域における「ものの考え方」』を執筆した。
