沖縄県八重山郡竹富町西表島を対象に、辺境の天然資源開発が地域主体の創出に及ぼす影響について研究を進捗した。近代以降、西表島は資源開発を待つ地として位置づけられてきた。同島は地下資源や山林資源の宝庫とされ、特に石炭鉱開発には、政府関係資本から中小の民間資本まで注入された。さらに終戦直後は、沖縄本島や宮古島地方における人口急増と食糧不足を背景に、米軍政府の計画のもと、移民受け入れの地となった。現在同島に存在する14の集落のうち、実に10集落がこうした開発に伴い大正期以降に創建されたものである。本研究では特に、島北部の住吉集落に焦点を当てている。同集落は、八重山全体でも戦後初となる開拓移民団により創建されたのだが、同地は昭和戦前最大の炭坑主による開発が進められた地であり、また本土復帰直前には、同島初の大規模観光開発が着手された地でもある。現在では内地からの移住観光業者が多く居住し、近縁集団で構成されてきた集落は変貌を遂げつつある。本研究の成果により、以下のことが明らかになった。同集落開拓の最初期には、上記炭坑主の直接的関与があった。炭坑主が移民団に広大な土地を開放し、その地で同団内での開拓競争が繰り広げられた。住吉集落民のドミネーションは、同地の開拓と農業利用が主たる根拠であった。現在も集落部は開拓民の私有地が大きく占めており、移住観光業者の居住に対し制限要因となっている。一方で開拓民は、海や山間部(国有地)を使用することがほとんどなかった。こうした場所は、今日隆盛を見るエコツアーが主に使用している。つまり開拓民にとってエコツアーは未利用の天然資源開発であり、かれらはそれに対する実質的な影響力をほとんど持たない。このように、開発史の中で創出された複雑な地域主体の解明は、天然資源管理の困難を浮き彫りにすることとなろう。
