平成16年度の目的は,英国のフィールド・スタディーズ・カウンシル(FSC)について,設立以降現在(2004年)まで,環境教育の普及に至る歴史的展開過程を整理することであった.その際,事業展開や組織マネジメントを観点として,FSCが環境教育に携わりつつ成長してきた経営戦略について,FSC関係者らとの連絡を取りながら,必要な資料を継続的に入手した.資料を検討した結果,FSCの歴史的展開過程として4つの年代区分(黎明期:1943-1955・創生期:1956-1968・整備期:1969-1987・拡充期:1988-2004)があることを見いだした.当年の調査結果をオーストラリアと国内の学会で発表した.平成17年度の目的は,FSCが環境教育を普及してきた経営戦略について,考察することであった.4つの年代区分に従って,FSCの事業展開と組織マネジメントの特質を解明した.調査結果をオーストラリアとカナダで開催された国際会議,及び,日本理科教育学会と日本科学教育学会の全国大会で発表した.本研究で実施した調査,研究は,国内外の学会で報告された他,日本科学教育学会の学術雑誌に掲載された.本研究の結果,FSCは4つの年代区分それぞれにおいて,環境教育普及につながる事業展開と組織マネジメントを図っていたことが明らかになった.また,FSCの環境教育は,学校との連携を促進する事業展開と組織マネジメントの仕組みによって普及されていたと考えられた.本研究を通して,日本において環境をテーマとしながら博物館や社会教育施設と学校との連携をますます促進するいくつかの示唆が見いだされた.それは例えば,教育施設が教育課程の反映や大学の単位認定などフォーマル教育とインフォーマル教育に対応する仕組みを構築することなどである.今後もFSCにおける事業展開や組織マネジメントの進展に着目し,当機関がどのようにして国内外で,環境教育の普及へ貢献していこうとしているのかをさらに探っていくことに意義があると考えられた.
