最終年度である今年度は、昨年度に中国雲南省の貧困地帯において実施した調査票調査から得られた農村統計を解析し、食料援助の影価格の規定要因を分析することを最大の目的とした。分析においては、先行する国際援助に関する研究群の最大の弱点が援助の効果を説明する強固な経済理論の欠如にあることを明確に意識し、それ自体が学術的貢献に値すると思われる独自の構造モデルを作成した上で、そこから得られる予言を統計的に検定するという過程を電視した。分析の結果、(1)村内での経済格差が大きく、収量が不安定で、あるいは村内における社会規範が統一されている村においては、いずれも食料援助の影価格が高いこと、(2)従来社会規範に動機付けられていると考えられていた村内の冨裕層の集団的農業生産への参加は経済合理的に説明ができるため、影価格推定においてはこれらの行動を内生化するべきであること、(3)経済過渡期における農業活動の放棄は依頼人-代理人モデルにおける依頼人の参加条件の不十分性の検討という新しい分析の枠組みによって説明でき、その結果が食料援助の影価格に大きな影響を及ぼしうること、(4)構造モデルを用いることによって、援助国の国際援助活動を該当援助の影価格によって評価する比較的客観的な指数を作ることができ、またその推定によると、援助プログラムにおける効率性と公平性は同時に達成することが可能であること、が明らかになった。これらの研究成果はいずれも海外における国際学会にて既に発表され、現在欧文雑誌への投稿が準備されている。またこれらの分析を補完するため、世界全体での食料援助の純価値を測ることを目的に、国際援助を明示的に組み込んだ新古典的経済成長モデルの開発を行い、その予言の下、国際援助の効果の決定要因の計量経済学的分析を行った。この成果をまとめた論文は、海外にて行われる国際学会より既に受理され、平成19年度中の発表が予定されている。
