项目摘要

平成18年度においては、これまで行ってきた調査やデータ分析をまとめ定置網漁業経営組織に関する研究のまとめを行った。特にこれまで実態調査および分析が進んでいなかった「任意組合(村張経営組織)」による定置網漁業経営の実態を明らかにする目的で、三重県に加え富山県の氷見市での調査を行った。また、定置網漁業における共同経営の基盤となっている「漁村」のあり方と定置網漁業共同経営の展開過程の実態を観察する目的でタイ王国ラヨーン県において漁村調査および定置網漁業経営の実態調査を行った。調査の結果、多くの定置網漁業地帯では地先漁場を地域で経営するという概念に基づいて経営組織が設けられていることが明らかとなった。そのため省力型経営による経済合理性を追求する企業型経営が、合意されうるかは疑問であり、他方漁協や任意組合では近年、地域経営重視から経営効率性重視への傾斜が見られ、地域経営と漁業経営効率性の両立が急務となっている。これら分析結果から望ましい経営組織の一条件として、必ずしも全国一律の条件が提示できるわけではなく、定置網漁業をめぐる地域経済固有の特性に応じた合理的な経営を目指す組織形態を構想する必要があることが明らかとなった。これまでの研究の成果として、タイ王国におけるThe Local and International Technical Seminar on Rayong Set-Net Fisheries and it's Technology transferにおいて"Contribution of the Set-net Fisheries to Community Development in Japanese Fishing Village"の口頭発表を行った(2006年10月5日)。

In 2018, the Ministry of Agriculture and Fisheries conducted a survey and analysis of the fishery management organization. Special investigation and analysis of the status of "arbitrary combination (village management organization)" in the fixed net fishery management status of the clear purpose, triple investigation and analysis of the city of Toyama. The purpose of this study is to investigate the status of fishing village management in fixed net fisheries. The results of the survey show that the fishing area of many fixed nets is not the same as that of the fishing area. In recent years, regional management has paid attention to the rationality of fisheries management. The results of this analysis suggest that the conditions for the organization of fish should be uniform throughout the country, and the characteristics of fish should be reasonable. The Local and International Technical Seminar on Rayong Set-Net Fisheries and it's Technology transfer "Contribution of the Set-Net Fisheries to Community Development in Japanese Fishing Village" was launched on October 5, 2006.
