本研究の目的は、ドメスティック・バイオレンス(以下DVと略)を受けた女性障害者への支援を検討することにある。今年度は、DVを受けた女性障害者への支援の実態を把握し、具体的な支援策を検討するために、昨年度に引き続き、先行研究の収集・整理を行うとともに、昨年度に行った過去にDVを受けた女性障害者6人を対象にした聞き取り調査結果のまとめ、分析を行った。調査時期、方法は以下の通りである。調査時期は、2004年3月であり、対象者1人につき面接時間は1時間から2時間、2人一組で聞き取りを行った。聴覚障害をもつ女性には手話通訳者を手配するなどの配慮を行った。主に、以下の項目に沿って聞き取りを行った。(1)障害名、身体障害者手帳等級、障害の状況、(2)年代、(3)最初の暴力はいつだったか、(4)一番ひどい暴力はいつふるわれたか、それはどの程度の暴力で、一番ひどい暴力をふるわれた結果どうなったか、(5)一番ひどい暴力を受けたときに助けを求めたか、求めたとしたら、誰に求めたか、助けを求めた人は助けてくれたか、助けてくれたとしたら、どのような救援をしてくれたか、(6)障害をもっていることによって、救援行動を求めたときに断られたかどうか、障害をもっていることによってどのような助けが必要か、(7)障害をもっていることが救援行動を求めたときにどれだけ邪魔になったか、(8)人間としての誇りを取り戻すためにはどのようなことが必要か、(9)これがらどう生きたいか、である。調査対象者の内訳は、以下の通りである。障害の種類別では、肢体障害(2名)、聴覚障害(4名)である。年代別では、30代(1人)、40代(3人)、60代(2人)である。調査結果に基づき、事例をまとめることを通し、以下のことが明らかになった。(1)公、民にかかわらず、DV被害者救済機関に障害の種別に対応できる障害に詳しい担当者を配置することの必要性、(2)ステップハウス、シェルターのバリアフリー化、(3)送迎、生活に関する介助体制の充実などである。なお、聞き取り調査の詳しいまとめ、それに基づくDVを受けた女性障害者への支援策の検討については、2005年3月1日に報告書『ドメスティック・バイオレンスを受けた女性障害者への支援』(総ページ数51頁)として発行した。
