项目摘要

経済政策としての補助金の方向付け乃至その最適配分を定性的に分析することが本研究の主旨である。より具体的には、そのような政策の対象となるべき地域あるいは産業などの経済的特性を類型的に特定することが、斯かる研究における前提条件となるべきことは言うまでもない。本研究は2年計画であったが、その前半の平成15年度には、先ず政策以前の段階に於いて、経済自立的な産業等がどのような均衡をもたらす傾向にあるか、という定性分析(equilibrium comparative statics)を、現実性の高い幾つかの類型的モデルを中心にミクロ・ゲーム理論的に試みた。次にそれらの諸類型のそれぞれに於いて、企業・個人など個々の経済主体の戦略的視点から見れば外生的なるも、経済政策を導入することにより政策変数として直接・間接に操作可能なパラメタへの、先に定性した均衡の依存如何を分析した。この段階で特に注目すべきは、どの政策変数がどちらの方向へ動くことによりその均衡がどう変化しそれが社会的に、例えば消費者余剰や産業の総余剰といった経済効率概念に鑑み、どう望ましいか又は望ましくないか、というwelfare comparative staticsの観点である。2年計画の後半である本年度は、斯かるwelfare comparative staticsを現実経済に即した諸問題へ応用・敷衍していく作業に充てられた。この作業はかなり多数の各論的モデルを一つ一つ構築し、解き、さらにその解に経済的願意をあてがっていくという根気の要るものであり、その成果発表は必ずしも今年度中に完了するものではないが、一部成果は既に刊行を見るに到っている。発表論文の1、Effects of "Anti-Competitive" Mergers in R&D Intensive Industriesでは、Merger(企業合併)の功(先述来のeffort duplication節約)罪(Monopolisation)を、企業課税及びその減免としての補助政策(例えばinvestment tax credit等)並びに企業会計規制等と関連付けて考察した。発表論文の2、Brand Names : Markets for Envy and Prestigeは、商標による高付加価値の付いた財とその低付加価値代替財という垂直差別(vertical differentiation)市場に於いて、価格が消費者の間で社会的な付加価値を生むために通常め需要関数が定義できない状況をモデルし、商標を独占する企業がその価格支配力(market power)にも拘らず必ずしも過少供給に赴くとは限らないことを示した。また未刊の成果については、東京大学(平成16年9月・10月)、大阪大学(同11月)、兵庫県立大学(同12月)、名古屋大学(平成17年1月)、Bond University(豪州、同2月)、University of Exeter(英国、同3月)、University of Essex(英国、同3月)でそれぞれ研究発表を行なった。
