平成15年度の研究成果より作成した実践の場における研究実施指針(案)に基づいて、研究者と実践現場の保健師リーダーとの連携のもと、業務研究を県型保健所で1事例及び市町村保健部門で1事例試行した。研究者は保健師リーダーが担う研究指導を支援する立場から、現地に出向く方法とIT等通信手段を用いる方法を組み合わせて関わった。対象とした保健師リーダーは、保健所では所属課の課長、市町村では研究を主に実施する保健師の育成指導を担当する中堅保健師である。実践現場で研究を指導する保健師リーダーの役割としては、事業を担当する同じ立場から共に研究計画を考え、事業等の内容に関して経験知豊富な立場から助言を行っていた。また管理的立場の場合は研究指導に関する外部資源の活用に対し役割を発揮していた。いずれの事例も、研究を主に実施した保健師は、業務研究を通じて研究内容に応じた専門知識・技術の習得のみならず、専門職としてのあり方についての認識を深めており、これが業務研究を通じた保健師の資質向上における根幹をなすと考えられた。またあわせて、実践現場で研究を指導した保健師リーダーについても同様の効果を確認した。行政保健師の業務研究に関わる体制及び業務研究の実態は、2自治体(県及び政令市)に対し調査した。都道府県等レベルで、行政保健師に特化して業務研究を支援するしくみは未整備な現状が明らかになった。本研究による成果として、現場で研究を指導する保健師リーダーとその保健師リーダーを支援する教育研究機関の専門家で共有し、保健師が実践の場で行う研究を支援するための「保健師のための実践の場における研究実施指針」を産出した。また、行政保健師が現場で行う研究を支援する組織体制のあり方についても検討した。今後、本指針を公表し、広く活用を図ることにより、さらに本指針の普遍化を図ることが課題である。
