本研究は、(1)スリランカにおけるゴム農園の平均炭素吸収能性の包括的推計、(2)環境へのCO2排出を補償するための炭素取引の施策として、スリランカのゴム農園に投資する潜在的手法と日本の炭素排出削減減の現存技術との比較経済分析を課題とする。伝統的プランテーションにおける炭素吸収量は、計画中の農園よりも高いことが判明した。計画中のゴム園では、7,10,15,20,25年生のゴム樹木は、それぞれ約11,24,36,42,44MT/haの炭素を固定しており、25年生で125m^3に及ぶことが計測された。これらの推計値は、炭素取引に関心を持つ機関・組織に有益なものである。サンプルにした農園は必ずしもうまく経営管理されていなかったことからすると、もっと上手に管理すれば、高い炭素吸収量とより収益的な製材業が成立することを示している。これらを踏まえ、ゴム農園に投資する二つの経済モデルをCDMプロジェクトとして構築した。一つは、ゴム農園開設費用を賄う投資家向けモデルで、投資に対する炭素信用のみを得るもの。もう一つは、ゴム栽培の全費用を投資する投資家向けモデルで、炭素信用に従いゴム栽培の経営利益を手にすることができるものである。これら二つの経済モデルは投資家にとってトン当たり2US$の炭素価格で採算が合い、同価格は現行平均市場価格並びに今後予想される価格よりも相当に低いものである。かくして、ゴム樹木のいろいろな成長段階における短期の投資類型を提示したわけだが、これは長期の投資リスクを避け、炭素信用を確保するために長時間待つことを回避するためである。我々はまた長期・短期の両方の投資が、炭素信用を求める投資家にとって経済取引の対象となるとの結果を得た。さらに、炭素取引活動並びに投資を運営する制度設計についても一つの方法を提示できた。研究全体を通して、ゴム栽培が炭素取引を導入することで、先進国・途上国ともに利益を得るものであることを提示できた。

This study focuses on: (1) the estimation of average carbon absorption capacity of agricultural parks, including carbon emission reduction;(2) the potential approaches for carbon emission reduction and investment in agricultural parks to compensate for CO2 emission from the environment; and (3) the comparative analysis of existing technologies for carbon emission reduction in Japan. The carbon absorption of the system is determined by the high carbon absorption rate of the planned farm. The carbon content of trees aged 7, 10, 15, 20, and 25 years in the project is about 11,24,36,42, and 44MT/ha. This is the first time that the United States has been involved in the development of nuclear weapons. The farm must be managed in such a way that the carbon absorption and profitability of the manufacturing industry can be improved. This is the first time that the government has invested in a CDM project. The cost of setting up a farm is the cost of investing in carbon credits. The investment of the whole cost of cultivation is the investment of investors in the production of carbon credits. This is the second time that investors have been looking for a carbon market that is relatively low when they are looking for a carbon market that is similar to the current average market. The growth stage of trees is indicated by the type of short-term investment, and the type of long-term investment is avoided. Carbon credit is ensured. We invest in both long-term and short-term investments, and we invest in carbon credits. We invest in long-term investments and short-term investments. The system design of carbon extraction activities and investment management The study of the whole process of carbon extraction and introduction, advanced countries, the way forward, the interests of the country, and the development of new technologies.
