本研究では、異なる状況下における経済投票メカニズムに関する検討を試みる際に、個別の政治経済的争点を有権者がどのように考慮して投票を行うのかに関して分析を行った。とりわけ、年金制度の改革は、すべての有権者に広く関わり、関心が高い政治経済的な争点であるため、2004年度参議院選挙における年金改革争点はこの分析を行うのに適していた。年金改革争点に対する有権者の態度の分析から、年金改革に対する理解と意見は、政治的洗練(political sophistication)によって大きく影響を受けていることが明らかになった。そのため、政治的洗練を考慮に入れた投票行動モデルを検証することが必要とされた。分析の結果、政治的洗練の程度によって、有権者が投票の際に争点を考慮に入れる方法が異なっていることが実証された。そこでは、(1)政治的洗練の低い有権者は個別の争点を考慮に入れて投票を行っていないこと、(2)政治的洗練の高い有権者は個別の争点を考慮に入れて投票を行っているが、強い党派性を持ち、政党支持や投票行動は変化しにくいこと、その一方で、(3)政治的洗練が中程度の有権者は、年金改革争点を考慮に入れて投票を行っており、投票政党も変えやすいことが明らかになった。したがって、選挙ごとに生じる選挙結果の変動は、この政治的洗練が中程度の有権者の行動によって説明しうることが示唆された。また、それと同時に、2004年参議院選挙において、与党と野党の候補者の年金改革争点に対する態度の相違は、有権者の行動に対する戦略的行動であったことも示唆された。
