地方分権の進展の中で,地方自治体においても各種政策の政策評価を実施しようとする動きが広がり,地域産業連関分析には大きな期待が寄せられている.しかし,市町村レベルにおいては,政令指定都市を除くと地域産業連関表が整備されているところはほとんど無い.利用するためにはまず地方自治体自らが地域産業連関表の作成を行わざるを得ないが,統計上の制約に加え,作成方法がマニュアル化されていないため,作成に際しては検討すべき課題が多く含まれている.これらの課題を解決するために本研究では,まず地域産業連関表を作成または作成検討している地方自治体をヒアリング調査し,直面している問題について整理をおこなった.その結果,(1)移輸出・移輸入の推計に関して市町村レベルで利用可能な統計が整備されていない,(2)最終需要部門の推計に関して市町村民所得統計の整備が十分でない,(3)サービス産業の推計に関する統計が不十分,(4)人員削減のため担当課員が少ない,(5)専門知識に関する相談窓口が不明等の問題点が共通してみられた.次にその結果をふまえ,京都府舞鶴市において製造業を対象に移輸出実態調査を実施し,移輸出と特化係数に関する考察を行った.その結果,(1)移輸出率が京都府に比べて高い(平成17年88.9%),(2)特化係数と移輸出率は必ずしも比例関係にはないことが明らかとなった.製造業15部門のうち,特化係数が1を上回り,移輸出率が平均を上回る産業は4業種(食料品,パルプ・紙・木製品,化学製品,窯業・土石製品)であり,反対に共に下回る産業は5業種(出版・印刷,非鉄金属,金属製品,電気機械,精密機械)であった.残る6産業については当てはまらなかった.このことから,単純に都道府県等の移輸出率を当てはめる推計方法には大きな問題があり,特化係数や産業規模,産業特性等で修正する必要性があることが明らかとなった.
