本研究は,「社会的に最小の費用で実行可能な二酸化炭素と埋立処分量を削減する技術と規模の選択」を明らかにすることを目的にしている。そのため,2年目は昨年に引き続き,市町村や民間がおこなっている様々なリサイクル,廃棄物の処分についての費用体系,および,環境負荷について丹念にデータ収集を行った。具体的には,1)技術の選択,2)範囲の経済性,3)公共部門との棲み分け,について環境負荷・費用調査を行った。産業連関表の部門に新たなリサイクル部門として,厨芥リサイクル,メタンガス発酵,たい肥化部門を作るために昨年よりデータ収集を行ってきたが,それに加えて本年は,他のリサイクル産業部門についてもデータ収集を行った。特に,静脈産業についてのデータは家畜のふん尿,あるいは,食品リサイクルの経済性に関するデータと物的データは不足しているため、地道に費用データ,物的データを収集する必要がある。こうしたデータ不足を解消するために,多くのリサイクル事業者を対象とした調査をおこなうことにより,動脈部門との連関体系を明らかにすることができる。2年の研究期間でデータベース作成のためのデータ収集を中心に行い,多様なリサイクル選択について調査してきた。わが国における循環型社会構築のためにはいかなるリサイクル手段と規模が環境効率ならびに費用効率性から見て望ましいのか,本研究を継続していく中で明らかになっていくであろう。したがって,今後の研究展開において収集したデータを統合し,廃棄物産業連関表の作成ならびに応用的な分析を行っていく必要がある,本研究テーマの重要性を鑑みて今後も継続的に研究報告を積み重ねていくことが重要である。
