平成16、17年度分の若手研究費(B)として給付を受けた本研究は貧困改善につながる段階的関税削減に関するものである。17年度は、16年度に行われた資料収集及び先行研究の把握を基に、未解決問題を特定し、これに考察を加えるべく、数理モデル構築に着手した。近年の国際貿易協定会議、WTOシアトルラウンドおよび、カンクーン(Cancun)ラウンドでは、開発途上国と先進諸国との対立が鮮明にされた。この対立の原因のひとつに挙げられるものは、先進諸国の、開発途上国における環境問題を軽視した開発政策への不満と、開発途上国の、先進諸国による閉鎖的貿易政策への不満である。本研究は、開発途上国と先進諸国間のこのような利益の不一致が解決され得る条件を数理モデルにより分析する。・数理モデルは、Edringtin(2001,2002)及びLimao(2004)によって提示された数理モデルを基に、Freund(2001,2003)を拡張したものである。Edrington(2001,2002)は二国間で貿易協定が締結されるにあたって、国内環境政策と貿易政策(関税削減)とがリンクされるべきか否かについて考察を加え、Limao(2004)は、Edrington(2001,2002)に、国内の環境団体が及ぼしうる影響を新たに考察した。Freund(2000,2003)は不完全競争市場が存在する国際社会でPTAおよびFTAが締結されうる条件を分析している。本研究では、南北問題を含む、不完全競争と環境問題が存在する国際社会で社会厚生水準が相互に上昇し、加盟国に締結を一方的に破棄するような誘引条件が発生しないような貿易協定が締結されるには、環境と貿易に関する協定はリンクして締結されるべきか否かについて、考察を加えた。17年度に行った海外出張では、得られた結果について世界銀行のエコノミストらと議論をし、Limao(2004)のような、環境団体或いは企業の献金など、貿易協定締結に影響を及ぼしうる団体が存在する場合の考察を加える事が今後の課題として有意義であると確認された。当研究はこの点の吟味を加えた後、学術雑誌に投稿する。

Research expenses for the 16th and 17th fiscal years (B) and payment for this study are related to tariff reduction in various stages of poverty alleviation.
