本研究の目的は,都市商業地の空間的な動態の理解である。従来,商業地に新しい中心が生まれ,その地域が急速に商業地化する「複極化現象」はそれほど注目されてこなかった。このような商業地の複極化のメカニズムを明らかにすることが,本研究の基本課題である。より具体的な課題としては,これまでにおこなってきた都市商業地の事例研究を補完するために,北海道札幌市円山の「裏参道」の事例研究をおこなうことである。16年度の調査では,事前調査として地元タウン誌の編集者とアクセスし,現在の商業地の動向と裏参道についての概略的な話を伺った。また北海道新聞のバックナンバーから裏参道関連の記事を可能な範囲で収集した。17年度調査では,本格的な聞き取り調査として裏参道に関わる6名の方にアクセスを試み,うち4名から話を聞くことができた。また図書館においてタウン誌のバックナンバーを当たり,当該商業地に関する記事を多数得ることができた。事例の歴史的経緯は次のようなものである。札幌市中心部から徒歩15分程度のところにある裏参道は1970年代後半まで一般的な近隣型商店街であったが,衰退が著しかった。しかし1980年代初頭から,古い民家を改造することを通じて若い店舗経営者が商売を始めた。古い街並みと新しい発想の店舗がミックスされ地域には特異な雰囲気が醸成され,店舗は徐々に増加する。バブル期には中央資本のファッションビルが多数建設された。しかし,バブル崩壊後に勢いは衰え,現在は分散したいくつかの店舗が残るのみである。このような事例研究は,以前に検討した事例と比較することにより,新たな知見に結びついた。具体的には,既存商業地の周辺部に新たな集積が形成されるには,その地域のイメージや雰囲気といった要素が重要なことがわかっていたが,それ以外にもその地域において経営者が自由な表現のできる建物が多いかどうか,という「開発自由度」(概念は仮称)と既存中心地からの距離が重要な要素であることが明らかとなった。
