项目摘要

今年度は、成果指標の活用を行う機関であるInstitutional Research(IR)の活動内容に重点を置いた調査・研究を行い、日本の大学の組織運営における成果指標導入の可能性を探った。特に、教育・研究活動についてのインセンティブ・メカニズムならびに成果指標活用にむけた大学組織のあり方を中心に調査・研究を実施した。教育・研究活動についてのインセンティブ・メカニズムについては、政策形成支援としてIRが学内の基本データを提供している。特に教育活動に対する指標を策定し、一定の水準以上の活動に対し、教育費補助を行っている。研究については、政府の競争的資金政策に依存する面が強いことと、研究に関する部局のオートノミーを尊重する観点から、特段の活動があったわけではない。ただし、部局の教育研究活動に関するトータルな費用を算出し、執行部にレポートすることで、大学の政策形成を支援する取組は一般的に行われている。学内外の多様なデータを扱うIR組織にあって、その位置づけは多くの大学で、副学長の直属部署とされている。またスタッフ構成もアナリストやプログラマーを抱え、学際的な活動がなされている。さらに指標作成においては、計画のモニタリング指標、ベンチマーキング指標は一般的活用されているが、前者においては計画の達成目標の明確性、後者においては大学間でのデータ交換システムの構築が前提になる。上記の知見から、日本におけるIRの進展のための課題としては以下のものが上げられる。(1)ミッションマネジメントに基づくデータ収集・分析組織の構築、(2)IRに必要な政策分析、データ管理・分析、レポート作成等に携わる人材の育成、(3)数少ないIR組織間でのデータ交換システムの構築と業務の連携。

This year, the possibility of introducing achievement indicators into Institutional Research(IR) activities was explored. In the past, the development of IR in Japan has been discussed. (1)(2) Training of personnel for IR necessary policy analysis, data management, analysis, and production;(3) Construction of business linkage for data exchange among IR organizations.
