本研究では、ジェンダー課題/格差の解決をめざす日本の政策-とくに夫婦・恋人等の間で生じる暴力を防止する政策(以降、DV防止法と略)-を対象に、同政策の「形成過程・推進過程」を記録・分析し、これらの過程でジェンダー課題がどのように認知され、バイアス是正の方策が組み込まれてきたか否かを国・地方自治体政策の両面から、資料分析及び聞き取り調査を用い究明した。DV防止法という政策形成は、(1)超党派の女性国会議員の結束に基づく議員立法として制定され、法案作成・制定・改正の様々な段階で、当事者を含む極めて多方面からのヒヤリング・実態把握・意見交換が実施されたという特徴がある。(2)しかし、内容不十分のまま立法化され規定が組みこまれた。二回の改正という政策推進過程では、超党派女性国会議員・官僚・民間/当事者・当事者支援者らが連携し多くの意見交換・改正内容の検討が行われた。だが法の内容は被害者救済・支援の視点が不十分で、ジェンダー課題の十全な解決は先送りされた。(3)改正後の法律には自治体の基本計画策定が設けられ、法の普及と体制づくりが目指されたものの、政策推進には自治体間で格差がある。調査対象とした二自治体は、十分な議論を経て基本計画が策定されたが、具体的取り組み-現場組織やシステムの改革、マンパワーの充当、専門家の養成/配置など-において差が見られ、行政担当者や現場に配置された人材の女性政策課題に対する理解の差、自治体首長の同理解の差などと関連していると考えられる。以上、政策形成・推進過程で女性/当事者/被害者支援者から実態やジェンダー課題が公的に明示され議論されても、日本ではバイアス是正や改善に結びつく道程は遠いこと。また、施策の実施・推進に具体性が明示されない限り、運用面で自治体間格差が生じることが分析された。
