紛争の様々な段階において、多様な平和構築の安全保障政策が必要となることは、頻発する地域紛争に対応する実際の国際平和活動の現場で痛感されてきたことである。本研究は、このような平和構築の成否を決定づける安全保障分野に焦点をあてて、平和構築の政策論の発展を目指す。第一に、安全保障部門の諸活動が持つ役割を、「平和構築」の全体像の中で体系的に位置づけることを目指した。第二に、安全保障部門の活動に深く関わる組織が、どのような平和構築活動の体制と戦略を持っているのかを調査した。第三に、過去・現在の関連する国際平和活動の内容を総覧した上で、安全保障部門の活動がどのような成果と問題点を生み出してきたのかを整理した。実地研究としては、おもにアフリカ地域を選び、特に責力紛争が多発している大湖地域と西アフリカに焦点をあてた。かつて凄惨な内戦が行われたが、現在は比較的安定した情勢の中で長期的な平和構築の取り組みが行われているシエラレオネやルワンダに焦点をあてた。これらの地域の情勢には個別的な事情も多々あるが、平和構築の一般的な理論的視点で見たときに確認できる興味深い点も発見することができる。シエラレオネは欧米諸国・国連平和活動の比重が高い安全保障部門改革が行われた。他方、ルワンダでは、より土着性の強い改革プロセスが選択された。いずれの場合でも、社会的支持基盤を持たない安全保障部門改革は持続性のないものであることが観察された。
