本研究者は、国内外各地に賦存する自然環境・農林水畜産物・歴史文化等の地域固有資源に焦点をあて、産学官民連携のもとでの地域振興を評価する上での適切な指標設定や、適用方法のあり方に関して調査を進めてきた。その過程で次の知見と考察を得た。すなわち、従来の各般の地域振興施策における選定地域は、産業競争力に比較優位性ありと政策的に判断された広域的地域であって、自然環境や産物、人文的風土といった固有資源は必ずしも重視されてきたわけではない。ここに、人文・社会科学や農学等を含めた大学等研究者の知的資源を統合的に適用する余地が、なお大きく残されている。だが、産学官民コンソーシアム運営に携わるコーディネーターの階層化と成果の囲い込みが、管轄機関・活動地域・出身母体等に応じた形で進行しており、属人的コーディネート機能が飽和ないし限界に至りつつある状況も現出している。そこで、確固たるエビデンスに基づいた公的公開データベースの構造化など、信頼性の高い知識コーディネートシステムの構築が必要と考えられた。具体的に地域特産食品の付加価値化を例に述べると、価値指標として、(1)栄養・健康機能や嗜好性といった生物学的指標、(2)生産工学に係るものとしてトレーサビリティやHACCP、JAS等の安全指標、有機JASのような安心指標、(3)LOHASやスローライフの概念といった心理学的指標、(4)地域団体商標や産地指定等の法制度的指標を挙げることができるが、現状では当該食品開発に参画する各主体の立場や意向・専門分野等に応じ、多様な制度や情報が不整合のまま並立して消費者等に混乱を招いている。逆に、これらを適切にパッケージングすることで、一層の高付加価値化が図られる可能性もあろう。以上のような観点から、本研究者は今後、公開データベースの目的適合型統合化による地域振興支援システムの構築を視野に研究を進めていく予定である。

This researcher has conducted a survey on the establishment of appropriate indicators and applicable methods for evaluating regional revitalization by focusing on the natural environment, agriculture, forestry, water and livestock products, history and culture, etc. existing in various regions at home and abroad. The process of knowledge and investigation was obtained. In order to promote the development of various regions, we must pay attention to the geographical, natural and cultural environment, and the inherent resources of the selected regions and the comparative advantages of industrial competitiveness. There is room for integration of knowledge resources from researchers in the humanities, social sciences, agriculture, etc., including universities. In addition, the government, industry, and people are responsible for the management of the enterprise, and the management of the enterprise. The construction of public information systems is necessary to ensure the reliability of public information systems. Specific regional specialty food value enhancement examples include: (1) nutrition, health function, taste, biological indicators,(2) production engineering department, safety indicators such as HACCP and JAS, organic JAS safety indicators,(3)LOHAS concept, psychological indicators,(4) The indicators of legal system such as regional trademark and origin designation are different from each other, and the status quo is different. When the food development is involved, the positions of each subject, the intention of each door, etc., are different. The system and information are not integrated, and the consumers are confused. The possibility of increasing the value of a layer is discussed. In the light of the above, this researcher intends to make further progress in the research on the construction of a regional revitalization support system in the future.
