项目摘要

主な史料調査として、(1)開拓使函館支庁文書と函館県文書を中心として、北海道立文書館が所蔵するサケ漁規制・繁殖保護政策に関する公文書、(2)徳川林政史研究所(東京都豊島区)が所蔵する旧尾張徳川家家臣団の現八雲町への移住関係史料(八雲史料)、の調査を実施した。また、八雲町の遊楽部川周辺関係地を現地調査した。これらおよび昨年度までの調査成果に基づき、1880年に開拓使函館支庁が遊楽部川にサケ種川法を導入した過程とそれによって地域社会に生じた問題点に関する論文をまとめた。その要点は以下のとおり。(1)開拓使函館支庁内には1878年時点で、勧業係を中心として管内河川のサケマス減少対策としての漁業規制と取締りの強化を探る動きがあったが、経費と人員の制約が壁となった。(2)支庁は、東京出張所からの情報伝達と促しを契機として、新潟県三面川で実施されていた種川法の試験実施に乗りだし、その対象河川として遊楽部川を選んだ。(3)支庁は、産卵後のサケ捕獲を見返りとして、種川法の運用を新来の移民である旧尾張徳川家家臣に委ねた。この決定は地元の十分な合意を経たものではなかったため、従来のサケ漁を禁止された旧来住民(アイヌ・和人)や戸長役場の強い反発を招いたが、支庁は「物産振興」を掲げて強行した。この際、漁獲高の半分を報酬として実際の漁獲を旧来住民に委ねる方式が採用された。(4)5年間の試験期間終了後、種川法の運用は、旧来住民を含む地域住民全体の組合組織による形に組み替えが行われた。ただし、アイヌ民族は密漁取締りにあたる看守活動からは排除された。徳川家旧家臣・旧来居住和人と、アイヌ民族との間にあった隔たりが反映したものと考えられる。
