项目摘要

今年度は主に、『日本外交文書』や外務省外交史料館所蔵史料など外交関係史料の調査と、北海道立文書館所蔵の開拓使文書・佐藤正克日記(北海道立図書館所蔵)や阿部正己文庫(鶴岡市立図書館所蔵)中の松本十郎関係文書の分析を進めた。既往の研究の成果を基本的には再確認し事実関係をより詳細に把握できた諸点以外に、今回特に確認できたのは次の点である。なお、樺太アイヌの石狩地方移住後の状況については分析が十分に進んでおらず、今後に課題を残している。1)1875年の樺太千島交換条約の交渉過程においては、先住民族の帰属をめぐる問題は無視されていたに等しく、条約締結後の東京での日露間の交渉で、先住民族にのみ国籍と居住地の合致を義務づけることを再確認したものである。2)樺太アイヌの対雁への移住は、アイヌ自身の意向や開拓使札幌本庁の意見を押し切って開拓長官黒田清隆が断行したものである。3)移住に際して開拓使は、樺太で漁業経営を請け負っていた商人とアイヌとの間の慣習や人間関係を利用しつつ、アイヌと商人との関係の断絶・官への直接の依存を図っていった。4)北海道へ移住させられたアイヌの樺太への帰還は、1905年の日露講和条約以前から活発だったが、郷土で生計を立てようにも日本国籍を持つ故に漁業経営から制度的に排除される点で不利な立場に置かれる一方、北海道へ移住しなかったアイヌは比較的有利な立場にあった。南樺太が日本領になるとその立場が逆転する。1875年の条約締結時に同民族内に生じさせられた分断は、日本領時代は日本岡籍の有無の差として存在し、長く影響を与えた。
