本研究は,民間の経済活動が,規模の経済性や外部効果等のために,特定の地域に集積していくような経済下における公的部門のあり方について,中央政府と地方政府の関係,地方政府間の関係,政府部門と企業部門の関係に留意しながら,解明していくことを目的としている。本年度は,地方政府間の競争によって,どのような結果がもたらされるかを考察し,中央,地方政府,企業部門の役割分担について考察した。具体的には,次のような分析を行った。(1)地方政府どうしが,規模の経済性をもつ産業の誘致をめぐって,課税や補助を用いて競争を行う結果,どのような事態がもたらされるかについて,理論およびシミュレーション的な分析を試みた。地域間で財や生産要素の往来がスムーズではない経済では,投資補助による産業誘致の競争は激しくなる。結果として,経済全体でみると,投資が促されて,経済成長率が高くなる。しかしながら,地域間の往来が自由になってくると,投資補助は低下し,十分な水準の投資が促されなくなっていく。(2)地方政府が,自らが提供する公共サービスを,一定の投資的活動によって改善させ,多くの企業や人口を呼び込むことができるとするなら,より良い公共サービスを提供しようとする地方政府の間に競争が起こり得るが,その結果,経済全体にどのような事態がもたらされるかを考察した。他地域がすでに公共サービスの改善を実現している場合,より小さな努力で,自らの地域も公共サービスを改善できるとするなら,地域間競争のもとで実現する公共サービス改善のための投資の水準は,適正な水準からはずれてくる。地方政府どうしを競争させるのがかならずしも望ましいとは限らず,中央政府による介入が期待されることとなる。以上の(1)(2)の研究成果は,それぞれ論文"International R&D subsidy competition,industrialagglomeration and growth","Innovation and imitation across jurisdiction"としてまとめ,現在投稿中である。
