為替制度の選択問題は,国際経済学において,最も重要なトピックの-つであり,過去十数年間研究されてきた。そしてこのトピックは,現在,学界,各国の政策当局者により,より議論されるようになってきた。そこで,本研究の目的は,様々なデータ,計量手法を用いて,実際採用されている様々な為替制度・政策の系統的な特徴を明らかにし,有益な政策的インプリケーションを提供することである。そこで,平成19年度では,平成17〜18年度に整備したデータ,適正な計量分析手法を用いて,為替制度と通貨危機の関係を中心に実証分析し,数本の論文を執筆した。具体的には,1980年から2001年の期間における84カ国において,為替制度と通貨危機の発生の関係をノンパラメトリック検定とプロビット・モデルを用いて検証した。分析結果によれば,第一に,実際の為替制度データを用いた場合,固定相場制が変動相場制に比べて通貨危機発生確率を統計的に有意に低下させていた。第二に,資本自由化(規制)と為替制度の組合せを考慮した分析においては,金融政策の自由度がなく,規律が最も厳しい制度である資本自由化の下での固定相場制が他の制度に比べて通貨危機発生確率を統計的に有意に低下させていた。第三に,中間的な為替制度と両極の為替制度(厳格な固定相場制と自由変動相場制)の危機発生確率は統計的に有意に差がなかったので,その意味において,為替制度のbipolar view は成立していなかった。しかし,資本自由化(規制)と為替制度の組合せを考慮した場合,資本自由化の下での厳格な固定相場制の危機発生確率は統計的に有意に低かった。第四に,公表した為替制度から実際の為替制度の乖離が通貨危機の発生に統計的に有意に影響を与えていた。公表した固定相場制を実際にも採用する制度が他の制度に比べて危機発生確率を統計的に有意に低下させていた。

The most important issue in international economics is the selection of alternative systems, which has been studied over the past decade. Now, scholars, policy authorities of various countries, etc. Therefore, the purpose of this study is to clarify the characteristics of alternative systems and policies, and to provide useful information for policy development. Author of several papers for the central analysis of the relationship between institutional and currency crises, using econometric analysis techniques in preparation for fiscal year 19 and fiscal year 17 - 18 Specifically, during the period from 1980 to 2001, the relationship between the system and the currency crisis was established. The analysis results show that, firstly, in the case of actual replacement system, the fixed phase field system is lower than the dynamic phase field system in the case of statistical crisis. Second, capital liberalization (regulation) and the analysis of the combination of alternative systems are considered. The degree of freedom of financial policy is different from that of other systems. The fixed phase system under capital liberalization is intentionally lower than that of other systems. Third, the middle is the alternative system and the alternative system (the fixed phase field system and the free phase field system). The crisis occurrence rate is intentionally different from the statistical difference. The meaning is that the alternative system is bipolar view. Capital liberalization (regulation) is a statistically significant decrease in the probability of crisis occurrence under the fixed phase system when considering the combination of alternative systems. Fourth, the public table for the replacement of the system, the actual situation for the replacement of the system of deviation from the currency crisis in the emergence of statistical intentional impact. The system used in the implementation of the fixed phase system is intentionally lower than that of the crisis occurrence rate statistics.
