1.我が国の老人クラブの特徴としては、全国規模で組織化が進められていること、公共財政に活動資金を依存していること、福祉活動や奉仕活動などをはじめとする社会的活動の実施・展開に力を入れていることなどが挙げられる。こうした組織によって老人クラブは高齢者が社会参画するきっかけとして機能しているが、近年クラブ数・会員数ともに減少しており、また公的助成も減少傾向にあって、今後の組織の維持について困難が予想され、さまざまな活性化策が求められている。活性化策としては勧誘活動の強化、活動参加の促進、事業展開などによる自主財源の確保などが行われており、それらが一定の効果を示している可能性がアンケート調査結果の分析から明らかになったが、まだそうした活性化策は一部のクラブに限られると同時に、特に情報提供や外部との交流の不足、名称に対する負のイメージなど、活性化に向けて一層の取り組みが必要であることが判った。2.文献等による予備的調査から、ドイツにおいてもAltenklubs, Seniorenklubs等の名称で、老人クラブ組織が比較的多く存在しており、また我が国同様公的助成が行われていることが確認された。組織形成の際には教会、福祉団体、市町村等のサポートによって組織されており、我が国とは若干異なる。また、活動内容は定期的な会合と旅行というかつての我が国の老人クラブのものに止まっており、社会活動は展開されていないようである。また、連邦制をとるドイツにおいては、全国組織による展開は行われておらず、むしろ市町村単位によってその組織運営や援助方法は多様のようである。なお、老人クラブの他に、政治的な利益集団形成を主な目的とした高齢者組織が多く存在し、また諸団体をまとめた全国組織も存在しており、それらが社会的活動の展開において一定の役割を果たしていることも判明した。
