项目摘要

本年度は、3年間の研究期間の最終年度として、(1)情報通信(電波)分野と交通分野における政策手法の大きな差異の歴史的要因の明確化やエネルギー政策との比較、(2)3年間の研究成果のまとめ(論文又は書籍の執筆)、(3)研究成果の発表を目標としてきた。(1)に関しては、欧州への研究出張や国際学会報告を通じて、英国の情報通信規制機関OFCOMのエコノミストや、米、仏の政策形成に大きな影響を与えてきた大学教授らと会い、これまでの研究成果を示しながら比較的長時間(1時間以上)にわたって議論できた。その結果、ピグー流の厚生経済学の影響を多分に受けながらも、資源特性や想定される市場を相当に意識した制度設計が各分野でなされてきたこと、その意味で、R.コース流の「取引費用」の問題が意識されていたのではないかという点が確認された。E.Noam教授やW.Webb氏らとの議論を通じて、資源特性とともに技術革新への制度的対応の重要性を強く認識した。制度変革においては漸進的な変化が必要なため、文献で語られる理想像(例えばE.Noam教授の電波利用の「コモンズ」論)と政策立案の観点からの制度設計(限定的な「コモンズ」モデルの導入)との間には相当な乖離があることも分かった。将来の政策は、過去及び現在の制度、市場の発展経路、技術発展経路に大きく縛られており、政策分析において理論的視点以上に比較制度分析的な視点が重要であることに改めて気づかされた。(2)、(3)に関しては、技術革新と資源配分制度の変革を念頭において、ITS(国際通信学会)の地域大会(8月)と電子情報通信学会ソサエティ大会で報告をおこなったほか、ITSの世界大会及び公益事業学会(ともに平成20年6月)に向けて総括的な報告を準備した。また、17年度にITS地域大会での報告が英文雑誌に掲載されることが決定し(20年夏頃発刊)、それに向けて論文の改稿作業も実施した。
