项目摘要

本研究は、公共財の自発的供給理論を援用しながら、市場の失敗と非営利組織の行動を含んだモデルを構築し、市場の失敗を解決するための最適政策を理論的に導出することを目的としている。特に、公的部門の最適政策を考える際に非営利組織と協働する(つまり、非営利組織の目的を公的部門の一部に含むような)制度を構築することが、公的部門にとっての最適解になるモデルの構築を試みている。昨年度においては、公的部門と非営利組織の協働の国内の実態をもとに基本モデルを構築したが、本年度は、国内外の研究集会において、当該研究成果を発表し、モデルの頑強性の検証、政策含意の精査等を行った。研究成果は日本応用経済学会、日本経済学会、Western Regional Science Association、経済産業研究所、中国・南京大学、釧路公立大学、名古屋大学等において発表された。特に本研究の最大の成果は、非営利組織を市場の失敗の解決手段として公的部門が利用するような基本モデルを構築した上での政策分析を行った研究が"Further Analysis on Public Good Provision in a Repeated Game Setting"というタイトルでまとめられて、財政学分野の国際的学術雑誌"FinanzArchiv"に掲載されたことである。また、そこから派生した研究のひとつとして、労働市場の失業問題に焦点をあてた研究が、Journal of Urban Economics誌に掲載されるなど、基本モデルの応用可能性が示された。この研究からは、市場の失敗による効率性のロスを少なくするために、公共財を自発的に供給する主体間には、長期的関係が重要であると同時に、経済に財政上の外部効果という第2の外部性が生じている場合には、相互に及ぼしあう外部効果が大きいほど協力的な解が得やすくなることなどが示された。これは、伝統的に、経済資源の配分に非効率性をもたらす原因となると考えられてきた外部効果の存在が、非営利団体を含むようなモデルのもとでは逆に経済主体問の協力関係を引き出すブラスの要因として働くことを意味しており、非営利団体の活動に、伝統的な経済解釈とは異なる役割をもたらすことを示すことに成功した。

This study applies the theory of self-generation of public goods, the failure of markets, the actions of non-profit organizations, the construction of markets, the solution of market failures, and the theoretical derivation of optimal policies. This study focuses on market failure, efficiency, supply, and long-term relationships. At the same time, it focuses on fiscal externalities, and external effects, and on the development of collaborative solutions. The distribution of resources in the system is not effective.
