本研究にかかる実績の概要については、以下のとおりである。伝統的に、個人の資質やモラルの問題とされてきた保険金詐欺(あるいは保険犯罪)であるが、本研究では、これを一般的な経済分析、特に情報の経済学やゲーム理論による分析、によって明らかにした点において新規性を有しているといえる。保険販売量や保険料水準などの面ではライバルと競争している各保険会社も、保険金詐欺の抑止のためには協調的に行動する可能性がある(例えば全社共通の情報登録システムなど)。このような協調と競争とが同時に混在している状況を「コーペティション」と呼ぶが、言うまでもなくコーペティションは無条件的に成立するものでない。そこで本研究では、保険金詐欺抑止にかかるコーペティションが自発的に生じるか否か、もし生じないとすればどのようにすればコーペティションが実現するのかについて、以下のような3段階ゲームを用いた考察を行った。まず第1ステージでは、保険金詐欺にかかる情報をライバルに開示するかどうかを意思決定する。その後第2ステージでは、保険金詐欺防止のために書類検査等を行う職員の雇用数を決める。さらに第3ステージでは、保険の販売量競争を行う。そしてモデル分析の結果、コーペティションは自発的に生じないこと、そして自発的に生じた結果は、いわゆる「囚人のジレンマ」状態にあり全保険会社にとって望ましくないこと、さらにはコーペテシションの実現のためには、各保険会社をコーディネートするための機関や制度の存在が必須であることが確認された。

Summary of the results of this study: This study focuses on general analysis, special analysis and new characteristics of information economics and theory. The possibility of coordinated action by various insurance companies to curb fraud in the area of insurance sales and insurance data levels (e.g., common information registration system). The condition of coordination and simultaneous mixing is that there are no conditions. This study is aimed at investigating the possible causes of fraud in China. The first issue is to protect the information of fraud and make rational decisions. The second issue is to determine the number of employees employed, such as the number of books searched, and the number of employees employed.
