研究初年度にあたる今年度における研究実績は、「後悔」の概念を用いた経済分析を展開することで地震保険加入にかかる研究を進めたことである。今年度において展開した研究の概要について述べれば、以下のとおりである。日本における自然災害リスクマネジメントを考える際に無視できないものとして地震があげられ、また地震による家屋等の損害に対する対応手段として地震保険が存在する。しかしながら、家計における地震保険加入率は低調であり、それゆえに、地震保険加入率のさらなる引き上げを促す必要のある状況にある。この状況が地震保険に対する魅力の不十分性によって生じていると解釈したとき、その要因となりうる可能性のあることとして、地震保険制度における上限付保率の存在があげられる。現行の地震保険制度においては、火災保険金額の30パーセントから50パーセントと5,000万円のいずれか小さい方の額を地震保険金額の上限としている。ゆえに、地震保険は常に一部保険とならざるを得ず、十分な補償を得るリスクマネジメント手法になっていない可能性がある。しかしながら他方において、上限の引き上げは地震保険料の高騰に直結する。そして地震保険料の高騰は、その高騰自体によるマイナスのみならず、地震が生じなかった場合における家計の後悔の程度を高めるというマイナスにもつながる。このように考えた場合、上限付保率の存在あるいは引き上げが地震保険加入率引き上げに有効か否かについては明らかではないことが分かる。以上の背景を基礎に、後悔理論を用いた経済分析を展開した。なお、上限付保率についての先行研究は散見されるものの、経済モデルを用いた研究は皆無であり、この点から本研究には少なくない独自性があると評価することができる。
