本年度は資料収集と年表の作成を行った。まず、資料収集については、国会図書館憲政資料室と日本社会事業大学図書館において実施した。憲政資料室では、GHQ文書の調査を行い、PHW(公衆衛生福祉局)以外に身体障害者福祉政策に関与した部局の資料を特定し収集した。また、日本社会事業大学図書館では、厚生省等の動向を示す資料を収集した。さらに、これまでの研究において入手済みのPHW文書から、身体障害者福祉に関わる資料を抽出する作業も行った。以上の作業により収集された資料を吟味し、身体障害者福祉政策の形成過程を俯瞰するために年表を作成した。年表からは、以下の4点が確認された。第1に、形成過程には多数のアクターが関与していた。福祉政策を担当していた厚生省・PHWは当然だが、職業訓練の観点から、労働省・文部省・ESS(経済科学局)・CIE(民間情報教育局)が関わっていた。また、身体障害者の大部分が傷痍軍人であったことから、GS(民政局)も関与していた。第2に、身体障害者(傷痍者)対策が本格化したのは1947年7月頃からであった。それ以前にも、障害者施設の視察や職業訓練に関する話し合いは行われていたが、断片的であり、主たる政策課題とは認識されていなかった。第3に、政策立案過程における争点の1つは、既存の各プログラムとの関係であった。身体障害者は生活困窮者が多かったため、生活保護の枠内で対応すべきかどうかは意見が分かれていた。特に社会復帰の見込みが薄い重度障害者への対応について、その傾向が顕著であった。また、授産事業と職業訓練(労働省所管)の役割の明確化も求められていた。第4に、身体障害者福祉法の成立過程における主要なアクターは、身体障害者福祉法制定推進委員会・PHW・厚生省であった。PHWは、生活保護法や児童福祉法とは異なり、草案の検討段階から一定程度関与していた。
