项目摘要

申請者は、以下の4点にわたって研究をすすめた。(1)国立国会図書館(平成17年8月6日)、国立教育研究所、アメリカ国立公文書館(National Archives、平成18年2月4日〜8日)の各所において、.戦後改革期の学校経営に関係する文献・資料の入手および新資料の所蔵調査、発掘・収集をおこなった。特に、戦後初期に文部大臣を務めた田中耕太郎関連文書を収集するとともに、現在それらの分析・検討をすすめている。なお、この点に関わっては論文「田中耕太郎における学校管理観の研究」としてまとめ、現在学術誌に投稿中である。(2)愛知県・岐阜県下の市町村地方史・教育史、学校史文献の収集を行った。愛知県や岐阜県では新しく教育史を編纂する事業がすすんでおりこれまで公開されてこなかった戦後改革期資料が収められている。また、戦後改革期の占領軍側文書として「愛知軍政部月例報告書」の翻訳作業をすすめ、その内容については名古屋大学大学院教育発達科学研究科社会教育研究室報第19号(平成18年3月発行)および第20号(平成19年3月発行)において公表してきた。(3)(1)および(2)の作業と並行して、「学校経営」研究における基本的問題として、その概念的検討をすすめてきた。特に英語表記としては、これまでSchool AdministrationやSchool Managementが訳語として注目されてきたが、父母参加・生徒参加を含む「学校経営」を表す語としては、戦後初期(特に占領期間中)においてはSchool GovernmnentやSchool Governanceが使用されていたことを発見した。今後、こうした観点から比較概念的分析・検討をすすめる。(4)教育基本法改正にともなう今日的課題の観点から、憲法と教育基本法の接続関係にかかわる戦後改革期の論点整理を行うとともに、「教育基本法第10条論」「内外事項区分論」「直接責任論」について考察を深めた。

It is open to the public. The contents of the translation of the "Monthly Report of the Ministry of Military Affairs of Aichi" published by the Office of Social Education, Graduate School of Education and Development Science, Nagoya University, No. 19 (published in March 2018) and No. 20 (published in March 2019). (3) Basic problems and conceptual discussions in the study of (1) and (2) School Administration and School Management are used in the early stages of occupation. From now on, we will analyze and discuss the concept of comparison. (4)The revision of the Basic Law of Education is the key point of today's issues, the connection between the Constitution and the Basic Law of Education, the reorganization of arguments in the post-reform period, the discussion of Article 10 of the Basic Law of Education, the theory of distinction between internal and external matters, and the theory of direct responsibility.
