项目摘要

昨年度に引き続き、私立大学を中心として、大学に対する資金配分の多元化の様相について研究をおこなった。昨年度は、分析枠組みと課題の整理を中心に行ったが、今年度は、日本の私立大学を中心に事例研究を行うた。資金配分といえば、フローの面にのみ着目されがちであるが、ストックの面も含めて検討をおこなった点に本研究の特色があるといえるだろう。日本の私立大学の約20校について、財政、組織の変化等に関する情報について、HP、自己点検評価・報告書、規定集などを収集し、分析するとともに、訪問調査を実施し、経営者にインタビューを行い、詳細な比較検討を行った。この成果については、2006年5月に日本高等教育学会大会、同年9月に高等教奇政策ワークショップ、同年10月に筑波大学大学研究センターRcusセミナー等で発表とディスカッションを行ったし、2007年5月にもこれをさらに発展させ、日本高等教育学会大会で成果発表を行う予定であるし、今後に研究論文として発表したい。全体の資金が限定されている中で、資金配分を行う場合に厳しい状況に陥りがちなのが、施設設備のファイナンシングの問題である。アメリカのペンシルバニア大学の事例をもとに、「三田評論」の論文をまとめた。財政と組織の変化の関連については、ある程度の検討を行えたが、本研究でのもうひとつの課題であった教員に対するインパクトについては十分な検討ができなかった。これについては今後の課題としたい。
