项目摘要

1.「聾学校主導・社会事業団体補完型」の対処事例に関する検討聾唖学校は、大正末期以降学校教育の枠組みのなかに定着していく過程で、それまで附設されていた卒業生のための授産施設を分離させる。本課題では、この授産施設が昭和期以降社会事業の枠組みのなかで存続する福岡県を事例として、その存続を可能にした地域的基盤の検討をおこなった。私立福岡盲唖学校はその創設から県費獲得までの過程で、福岡県教育会、博多演芸界、炭坑財閥からの援助を受けてきた。授産施設が設立される経緯では、それまでの支持基盤に加え、比較的裕福な在校生・卒業生の保護者の設立にむけた働きかけが重要な意味をもった。福岡校の授産施設が、大正12年の盲学校及聾唖学校令を境として聾唖学校から分離されて後、社会事業の枠組みのなかで維持されていった要因は、福岡校が比較的経済的に潤沢で、なおかつ重層的な支持基盤を有していたことであった。2.「聾学校主導・当事者団体補完型」の対処事例に関する検討和歌山県立盲唖学校附設の授産施設の保護機能、及び卒業生の有する教育・保護機能が学校から分離される経緯を、初代校長辻本與次郎の教育理念の変遷及び同校の教育体制と教育方法の整備の点から検討した。和歌山校は、盲学校及聾唖学校令制定後、盲・聾唖各部の専任教員と職業科専任教員の確保、和歌山県師範学校出身の教員の補充により、口話法に基づく教育体制を確立させ、教育機能を強化させていった。辻本校長は、授産施設設立の担い手であった一方で、「教育の下延長」によって社会規範を備えた有用な存在を育成するという理念に基づき、口話法教育を推進していった。この教育機能の強化の過程で、学校令制定前には必要とされた卒業生に対する保護機能は、同校附設の授産施設から分離されていった。今後、生活困難問題への対処における京阪地域の当事者団体との関係が果たした役割が解明される必要がある。
