平成18年度の研究では下記を行った.第1に,基本モデルとして,確率動学的に変動する交通需要を与件とした有料道路事業の利潤最大化を目的とした動的料金更新問題を定式化した。そして,各時刻で成立すべき最適性条件が,一般化相補性問題(GCP : Generalized Complementarity Problem)に帰着することを明らかにした.この数理的特性を活用し,料金を引き上げる(あるいは引き下げる)ための交通量の閾値-最適料金更新ルール-を効率的に計算するための数値計算プログラムを開発した.第2に,拡張モデルとして,有料道路と一般道が並行するネットワークにおいて,毎時刻,利用者均衡状態が達成されるとして,動的料金更新間題を定式化した.そして,この拡張モデルもまたGCPの動学系として再定式化できることを明らかにした.これにより,基本モデルに対する求解アルゴリズムをわずかに修正することで,拡張モデルに対する最適料金更新ルールを求めるための数値計算プログラムを開発した.平成18年度の研究では以下が明らかになった.まず,動的料金更新の枠組と利用者均衡配分および費用便益分析の理論および手法が整合的に結びつけられることを示した.次に,開発した数値解法を用いた感度解析によって,最適料金更新ルールおよび事業価値の性質およびメカニズムを明らかにした.具体的には,有料道路の容量増加による事業価値の変化率が,ネットワーク全体の交通需要に関して非単調であり,交通需要が比較的低い時に増加率が高くなることが判った.
