项目摘要

本研究は、第1に、「コミュニティ・プラン」が示す住宅政策の基本方針を解読し、これに基づいて策定される新たな地域住宅政策の方針および執行体制を明らかにすることによって、地域住宅政策の展開を実証し、第2に、ハウジング・アソシエーションの組織的変化と新たな事業展開の方向性について明らかにすることを目的にしていた。2年間にわたる研究の成果として、以下の諸点が明らかとなった。第1に、新しい住宅政策の方針として示されたコミュニティ・プランは、イギリス南部・南東部での新規住宅供給と、北部での住宅市場の調整及び既存住宅の改善対策の実施を推進しているが、いずれの対策においても持家がその中心的施策対象となっているという点である。ハウジング・アソシエーションへの住宅開発補助を統括するハウジング・コーポレーションも、こうした政策方針に伴い、持家建設へ振り分ける住宅開発補助を増加させた。アソシエーションが供給する住宅のうち、持家の占める割合が高くなったことは言うまでもない。第2に、各地に地域住宅委員会(Regional Housing Board)が組織され、それらが広域圏での地域経済や交通計画などと関連させた住宅政策を検討する役割を担うこととなった。地域住宅委員会は、当該地域の基礎自治体代表も含まれるが、主として中央政府のエージェンシーが中心となって組織されている。第3に、アソシエーションの階層化、つまり大規模・多資産組織と小規模少資産組織間の格差は、以前にも存在していたが、近年この傾向が加速・拡大している。コーポレーションが"Development Partner"と呼ばれる一部のアソシエーションにのみ、公的補助を利用する新規住宅開発を認める方針を採用するようになったことがその一要因であると言える。第4に、政策方針の影響を受けて、アソシエーションはより独自の生き残り策を模索せねばならなくなった。具体的には、補助金に頼らず保有資産を担保にした新規開発の促進や、組織間での業務提携や吸収合併などが散見された。今後の課題として、組織間競争が激化するなか、社会住宅セクター全体として、どのように組織変化が起きているかを捉えることが必要であると考える。
