项目摘要

本研究は、資本主義経済の構造変化に伴う人々の余暇や観光に対する需要の変化に着目し、2010年代観光ブーム期の観光実態と政策との関係を検証するところにある。初年度は資本主義経済構造の変化を把握するため、資本主義経済論および企業経営に関する主要な議論と脱成長論をはじめとする公正性・倫理性等に関連する国内外の議論をレビューし、観光との関連を考察した。情報技術の進歩とともに、環境破壊をはじめ人権侵害や貧困といった世界中の諸課題をよりリアルな現実として目の当たりにする機会が増えた。個人レベルではリスクや危機、社会の不安定性・不確実性への対応として、さらにはそうした諸課題を生み出す現行システムを変革する力の土台として、連帯や利他、倫理性等が強調される。観光の領域では、倫理や公正性といった規範性は「持続可能性」やサスティナブル・ツーリズムとして提唱されるが、個別の取り組みの全体への波及や、現実の観光（観光開発）との乖離に注意する必要がある。また、日本のサービス労働の生産性の低さが問題視される一方で、不規則・長時間労働や低賃金の問題に加え、働き方の多様化に伴い働く人の権利侵害がたびたび生じていることや、グローバル化する労働市場と日本の雇用システムの慣行に齟齬が生じていることが新しい課題として指摘されている。観光は労働集約型の産業であり、とくに女性や外国人労働者が多く従事している。多様な働き手による多様な働き方が可能な時代に、産業界が働くことに対する価値観の変化をどのように捉えているのか、さらにはそのことが働かせ方にどの程度反映され、労働者にとっての現実の労働と余暇（観光）をどの程度変化させているかを解明することが次の課題である。

This study examines the structural transformation of capitalism in relation to human needs, leisure, and the relationship between economic conditions and policies in the 2010s. In the early years, the main discussions on the relationship between capitalist economic structure and enterprise management, such as development theory, fairness and ethics, were examined at home and abroad. The progress of information technology, environmental degradation, poverty, and other issues in the world are increasing. Personal crisis, social instability, uncertainty, and other issues arise in the context of the current social system reform efforts, including the emphasis on altruism, ethics, etc. The domain of light, ethics, fairness, standardization, sustainability, individual selection, collective impact, and the need for attention to light (light development). In addition, Japan's labor market is characterized by low productivity, low labor costs, irregular labor costs, and diversification of labor costs. In light of the intensive industry, women and foreigners are more likely to work together. A variety of industries are involved in the development of the industry and the society, and the extent to which they reflect the development of the industry and the society.
