The basic concept of this system registered the calamity weak ledger of time of peace, and lessened the directions to the calamity weak as much as possible. By supervising the alarm which required too much the case where dangerous area is approached, and refuge time aimed at the systems configuration with few headquarters burdens.1) Development systemA system can be divided into the package portion and development program which process the position information on GPS.A package portion performs third person reference to a GPS cellular phone by DLP service. And the position information received as a result is saved in a database.2) Refuge directions by simultaneous E-mailThe possible mail system of WEB cooperation was used for the reply of a refuge start, risk aversion, and mail directions in this system.3) System of a calamity weak ledgerA calamity weak ledger is a central master and is classified into the calamity weak's personal information, refuge information, and management information.
