平成19年度においては調査地域が、調査期間にあてていた7月中旬に新潟県中越沖地震に襲われ、そのために今年度中の調査がほぼ不可能となる事態が生じた。そこで今期の作業を前年度の調査データの整理と、インターネット等を利用したデータ収集に切り替え、研究を行った。1.一つの大きな事態の変化は、合併前の町村ごとの意思決定機構たる町村議会にかわるものとして設けられていた地域協議会に相当するものを、合併前の上越市にも設けようという動きである。これは、総体としては地域住民自治を促す役割を負っているといえる。しかし一方で、既設の地域協議会の委員公募にあたって、その定数を満たさないか、あるいは大幅に割り込むという事態も生じてきており、住民自治に関しては早くも曲がり角にきているといえるのかも知れない。2.経済的には、特区制度を利用した地域振興が一つの柱になる傾向がみてとれる。ある地域では農業、とりわけ稲作に株式会社組織を作り、取り組んでいる例がある。また他の地区では、「どぶろく特区」と称して、どぶろくを観光資源の一つにしようという試みもある。前者は旧来の組織とは異なる発想で伝統的な農業の価値を高めようとし、後者は旧来のいわゆる民俗的風習を再生させるかたちで新しい価値を発生させようとしている。その意味では対照的な試みであるといえるが、ともにその行く末に注目したい。3.興味深いのはITへの期待と要請の高まりである。これはどの地域においても共通してみられる傾向といえる。ただその整備状況は地域によって大きな差が生じている。これは合併前の達成度に依存しているところが大きい。過疎という窮状に対してITがどれほどの打開策になるのか、これも重要な問題として注目したい。
