Personal Social Services of the UK in the 21st Century -Finding guideposts for Japan-

1989年《儿童法》颁布后，英国的儿童社会服务开始受到重视。重新组织，在单一系统下提供家庭支助、儿童保护和儿童保育。本次调查的目的是观察重组的过程和结果，特别是与基于证据的做法的关系，并审查对日本服务业的适用性。研究结果如下：1.重组已经被许多研究所证实是成功的，并且已经确定了一些进一步的任务. 20世纪80年代以后出现的循证实践无论是在政策制定、执行还是审查过程中都产生了重大影响.日本的儿童服务机构与英国有所不同。但在一些地方政府（如横须贺市）正试图建立类似的结构。研究这些实验性服务提供的结果，使用基于实践的原则，将提供更准确的建议，进一步在日本的服务发展。

After legislation of Children Act in 1989, social services for children in the U.K. were reorganized to provide family support, child protection and child care under the single system. This survey had carried out to observe the process and outcomes of reorganization especially concerning relationship with evidenced based practice, and examine applicability to the services in Japan. Findings are the followings.1. Reorganization has been proved successful by many researches and some further tasks had been identified.2. Evidenced based practice emerging after 1980's has been giving significant influence either in policy making, implementing and reviewing process.3. Japanese services for children shows different structure from the U.K. but in some local Governments (e.g. Yokosuka City) are trying to build resemble structure. Examining the outcomes of those experimental service provision using principles of evidenced based practice will provide more accurate suggestions for further service development in Japan.
