本研究は, 1980年代の臨時教育審議会による教育改革の試みを, 戦後日本の福祉国家体制の転換・再編の一環として位置づけ直し, その歴史的性格を明らかにしたものである.近年の教育改革動向を, 「臨教審以来」のものという形で連続的に捉える見方が現在では常識化している.だが, 実際の改革過程においては, 80年代と現在に連なる諸改革との間には一度断絶があった.他方, 80年代改革が現在と類比的に捉えられるのは, それらがともに戦後型福祉国家の再編という課題を背景としていた点で共通性を有していたからである.

In this study, in the 1980s, the Education Institute conducted an attempt on education reform, and then the well-being of the national system of Japan continued to play an important role, and the character of history was clear.
