1. This study aimed to make dear what sort of new community-school governance should be constructed, especially for (1) reconstruction of school educational power, (2) distinction the role of local educational administration, and participation of parents and people.2. For its aim, I interviewed to three super intendents of educational affairs in Kohchi Prefecture. I visited to five schools under the educational reform of Kohchi's "Educational reform of Tosa", and I visited and examined two schools of Kyusyu Island, Japan.After the survey, I made the records and simple reports, and analyzed the school reforms and their lessons. Thus, I analyzed the elements of the contemporary community-school governance.3. I got the results as following; (1) school teachers are asked the ability and the role as coordinator who combine the school with children's home and community, (2) modern school reform and reconstruction needs the inhabitant's self-governmental organization, (3) local education administration, must support the children's homes and community that decline the powers of bringing up their children.

1.本研究旨在明确应该构建什么样的新型社区学校治理，特别是（1）学校教育权力的重建，（2）区分地方教育行政的作用以及家长和民众的参与。2．为此，我采访了高知县的三位教育事务主管。我参观了高知“土佐教改”教育改革中的五所学校，并参观考察了日本九州岛的两所学校。调查结束后，我做了记录和简单报告，分析了学校改革及其教训。由此，笔者对当代社区学校治理的要素进行了分析。3．我得到的结果如下； (1)学校教师必须具备将学校与儿童家庭和社区结合起来的协调者的能力和作用，(2)现代学校的改革和重建需要居民的自治组织，(3)地方教育行政部门必须支持那些丧失抚养子女权力的儿童家庭和社区。
