项目摘要

本年度は主として,利害の異なる意思決定主体の間での均衡状態を分析するために用いている非協力ゲーム理論(Graph Model for Connict Resolution)と進化ゲームの理論における解の安定性を関連付け,数学的安定性として社会安定状態を捉え,これを整理した.これにより,コンフリクトをマネジメントする上で重要と考えられるひとつの視座を導入した.そして,実際に,インド・バングラデシュ間のガンジス川水利用をめぐるコンフリクトを対象に,持続的なコンフリクト改善状態を実現するための第三者機関の役割とその係わり方が満たすべき要件について分析を行った.この結果,インドとバングラデシュの間には両者共に望ましいと考える均衡状態が存在しながらも,相互信頼の欠如によりそれが実現していないこと,第3者機関が関与すれば間接的な信頼を両者の間に形成し,コンフリクト改善状態が達成されうること,一方で,コンフリクト改善状態は第三者機関が継続してコンフリクトに介入しない限り持続的には達成されないことを明らかにした.また,黄河・長江の水資源配分問題とコンフリクトに関する脆弱性分析を行うにあたっての調査と資料収集を行った.ここでは,中国政府は水管理に関する新しい法律の実施を前に,甘粛省の黒河流域委員会で,現状の水の使用許可システムや節水対策についての課題に関する情報を得ることが出来た.さらに,インド・バングラデシュのガンジス川水利用コンフリクトに関連して,バングラデシュにおける水不足の大きな要因のひとつである井戸へのヒ素混入問題について現地調査を行った.この結果,現地住民のヒ素リスクに関する認識構造と村内のコミュニティー・コンフリクトが安全な井戸を利用する上で制約となっていることが明らかとなった.以上に関連し,審査付論文2件,論文(大学紀要)1件,国際学会1件,国内学会1件の成果発表を行った.
