近年,都市の活性化や再生が重要な政策課題になっている.特に地方都市では中心市街地の活性化や再生に向けて様々な政策を実施しているが,期待した効果があまり現れていない。より有効な政策立案のためには,中心市街地の施設環境と歩行者活動分布との因果関係を解明し,政府・市民・企業・専門家の知識や合意形成に基づいた意思決定を支援するツールの提供が重要であると考えられる.そこで本研究では中心市街地の活性化支援のための「歩行者指向型マルチ・エージェント意思決定支援システム」の開発と実証分析を行った.具体的には,マルチ・エージェントの概念を導入し,まず,歩行者の都心での回遊行動(都心へのアクセス交通手段,訪問施設やルート,活動の遂行・滞在時間・消費金額など)のモデルを開発し,施設立地・機能の分布が歩行者の回遊行動に与える影響を評価した.次に,利害関係者の意見や要望などを反映し,相互の協力・交渉プロセスを考慮した政策シナリオの設定とその総合評価を容易に行うことができ,効果的な施設立地・機能分担の意思決定を支援するツールの開発を行った.さらに,広島都心部を対象に実施したアンケート調査データを用いて,従来の研究のように歩行者の活動の一部のみを扱うのではなく,都心内における歩行者の様々な活動(歩行・立寄り・買物など)を全て取り扱い,歩行者指向型マルチ・エージェント意思決定支援システムを試験的に開発し,その適用可能性を明らかにした.このシステムを用いて,都心活性化に向けたシミュレーション分析から歩行者の回遊活動を活発化するための政策についての検討を行った.
