项目摘要

本年度は先行研究に基づき滋賀県と徳島県の事例についてヒアリングとサーベイによる分析を実施した。新幹線新駅建設反対を訴えた嘉田氏が2006年7月に滋賀県知事に当選した。知事選挙の分析では、有権者の投票行動で9割の有権者が新駅建設に反対しており、嘉田氏への投票に影響を及ぼしていた。しかしそれだけでなく、官僚支配への忌避観もまた影響を及ぼしていた。徳島や長野も含めて、官僚支配への嫌悪を規定要因として公共事業などのきっかけ要因が地方政治の転換をもたらしている。徳島も可動堰建設問題を契機として2002年に住民投票派の大田知事が誕生したが、大田県政は11ヶ月しかもたなかった。なぜなのか。その一つは、底辺民主主義を実行する手段が住民投票から知事選挙へ変わったことにより、そのことを徹底して問うことが困難になったことである。すなわち運動と知事が乖離し、知事を通じて運動の要求を議会において実行することの難しさが生じた(多数派の野党、知事と議会の関係に運動が介入しづらい、など)。さらに、可動堰建設反対運動の支持者におけるNPC(ニュー・ポリティカル・カルチャー)的特性、すなわち文化的にはリベラルだが財政的には保守的な性格が(だからこそ無駄な公共事業に反対する)11ヶ月の間に可動堰問題を決着できなかった大田知事への不満として現れ、2003年の出直し選挙において支持者の間に亀裂を生み出し、また政治の停滞を訴え改革派知事として経営感覚を打ち出す官僚出身の対立候補への共感を生み出してしまうという構図も現れた。公共事業をきっかけに市民運動が知事選で勝利する滋賀や2002年の徳島、2003年の徳島のように改革派知事の事例において、そこで問われているのは55年体制における自民党システム(樺島,2004)への反発であり、どちらにおいても何らかの手段で(無駄な事業の中止や効率的実施)行政領域の縮小を訴えることで勝利を収めていることがみてとれるのである。
