本年度は、集落営農の収益配分メカニズムを検討するため、長野県の集落営農組織の実態調査を行った。研究の課題は、次の2点である。第1に、集落営農への参加形態(農地貸付、農作業委託、自作)の選択問題について、如何なるファクターが選択の決定要因となっているか検証することである。分析に用いたデータは、集落営農に参加している農家全戸に行ったアンケート調査である。第2の課題は、集落営農における農家のモラルハザードの問題である。具体的には、JAのカントリーエレベーターから入手した圃場ごとの収量データ(2003年から2007年の5年分)を利用して、集落営農と自作農家の収量を計量経済学的に比較し、生産効率性の差の有無を検証した。分析の結果、第1の課題である、営農組合への参加形態の選択については、世帯員数、世代構成、世帯主の年齢といった家族労働力の賦存状況に規定されていることが明らかとなった。また、第2の課題については、直播、傾斜、圃場面積をコントロールした上でなお、自作農家と比べて、集落営農で管理している圃場の収量水準は有意に低くなっていることが示された。つまり、集落営農における農家のモラルハザードの問題が実証された。これらの分析結果を踏まえて、効率性、公平性の観点から集落営農の収益配分メカニズムについて考察を加えた.この研究の成果は、「集落営農の収益配分メカニズムに関する一考察-農家の参加形態の選択と生産効率性に関する実証研究-」として、2008年3月の日本農業経済学会で報告した。昨年度からの研究の成果である「畑地の貸借契約の選択と土地改良投資」を2007年11月のTEA(Theoretical and Economics Association)会秋季大会で報告し、学会誌へ投稿した。また、これまで研究を、博士論文「農地をめぐる取引形態に関する計量経済学的研究」にまとめた。

During the year, we conducted a survey on the status of colony management organizations in Nagano, Japan. The research topic is two points. The first part is about the selection of the participation forms of collective farming (farmland loan, farming commission, self-employment), how to determine the selection factors, and how to verify the results. Analysis of the use of small and medium-sized agricultural enterprises to participate in the survey The second problem is the problem of colony farming. The detailed information is as follows: (1) The quantity of agricultural production in the field (from 2003 to 2007) is measured and compared with that of agricultural production in the field (from 2003 to 2007), and the difference in production efficiency is verified. The results of the analysis, the first topic, the selection of the participating forms of the management and farming groups, the number of members of the world, the composition of generations, and the occurrence of the family labor force of the world leader are stipulated in this article. The second topic is about direct seeding, slope, garden area, farm management, and farm yield. The problem of collecting, collecting and selling agricultural products has been proved. The results of this analysis include the following points: efficiency, fairness, and distribution of agricultural benefits.
