本研究は,当初は,途上国の上水道事業の料金体系設計方法の提案を目指し,ケーススタディとしてネパールのカトマンズ首都圏で実施される上水道改善事業で適用されるゾーナルアプローチに伴う新料金体系の導入前後の詳細な調査・分析を行うことを目的としていた.しかしながら,2005年からネパールの政情が不安定になり,それに伴い上水道改善事業の実施が遅れ,未だにゾーナルアプローチが導入されていない.これを受けて,本研究では当初の計画を変更し,現在の一般家庭の上水使用状況・上水道サービス状況およびサービス利用状況を明らかにし,将来の計画に役立つ示唆を得ることと,とした.具体的には,ゾーナルアプローチが導入される地区の一般家庭の上水道使用状況を,インタビュー調査によって明らかにした.調査では,今後の上水道改善事業及びゾーナルアプローチの計画のための有益な示唆が得られた.それは,上水道サービスレベルを改善してもその恩恵を受けられない可能性がある世帯の属性を明らかにしたことである.カトマンズ市では,通常一つの建物に大家と複数の賃借人世帯が居住しており,彼らは一つの上水接続を共同で使用する.しかしながら,賃借人の上水使用は,設備面および大家と賃借人の間でのインフォーマルなルール等によって人為的に制限されていることが確認された.また,その後の詳細なケーススタディによって,大家による賃借人の上水使用に関する制約は,サービスレベルが向上しても取り除かれることがないことを明らかにした.今後の課題は,アジアの他の地域でのベストプラクティスを参考にしながら,賃借人が最低限必要な上水を確保するために有効な施策を模索することである.その際には,大家と賃借人の間の上水使用や賃貸に関する契約にも着目する.

This study aims at proposing a method for designing a material system for water supply projects in China, and conducting detailed investigation and analysis before and after the introduction of a new material system.
