我が国の社会基盤整備計画への市民参画が叫ばれて久しく,社会的合意形成を図るために様々な試みが適用されている.しかし,実際の事業段階で「計画を知らなかった」という声が上がることが未だに多い.効果的な情報伝達により,市民の計画に対する興味が励起され,効率的なPI活動がその後の展開できると考えられることから,社会基盤整備計画PIにおける情報伝達の効果測定は重要な課題である.そこで,本研究の目標を,1人でも多くの市民に計画の存在・内容を知らせ,市民の社会基盤整備事業に対する意識向上を促し,市民参画実現を目指す事とする.そして,継続性のある「意識モニタリングシステム」を構築し,その認知度・受容度指標の客観性と,実際の政策の実施過程における有効性を検討するために,調査内容の濃密な比較的小規模の意識調査を設計し,第一次調査を行った.昨年度の分析では,特に市民の特性を調査し,属性に分け,市民が住む対象地域のメディア別特性と影響力を調査し,市民に対し属性別にどのような情報を提供すべきかを明らかにすることに重点を置いた.今年度はその分析をさらに深度化させ,構造方程式モデルを用いてPI要求意思決定モデルを構築した.その結果、PIにおける情報伝達活動として,市報または回覧板による網羅的で定期的な情報発信,新聞地域面でのPR,大都市通勤者向けの鉄道広告を利用したプロジェクトの存在告知などを複合的に活用する事と,事業コスト意識やPIでの意見に対する位置づけの明確化といった点を強調する必要性を示唆することができた.

Our country's social infrastructure development plan and citizen participation in the project have been called for a long time, and the formation of social consensus has been tried and applied. Information transmission and effectiveness measurement are important issues in the development of social infrastructure development projects. Therefore, the purpose of this study is to inform the existence and content of many citizen projects, to promote the awareness of citizen social infrastructure development, and to guide the implementation of citizen participation. The first survey was conducted in a small-scale awareness survey designed to investigate the effectiveness of the policy implementation process and to compare the content of the survey. The analysis of the last year is to investigate the characteristics of the citizens, attribute analysis, the citizens 'residence, the characteristics and influence of the image area, and provide information on the characteristics of the citizens. This year, the analysis of the problem is deepened, and the structural equation is used to make rational decisions. The results, PI, information dissemination activities, market reports, web pages, regular information dissemination, news coverage, PR, metropolitan commuters, the use of information on the existence of the railway, the use of complex information, business awareness, PI opinions, the need to clarify and emphasize the point.
