项目摘要

昨年度収集した都市のエネルギーの面的利用の事例データベースをもとに、我が国のエネルギーの面的利用形態の類型化を行った。現時点では我が国の地域エネルギーシステムは排熱地域活用型自家発電が主要な形態であるが、近年電気事業法の改正により系統への逆潮流・自営線への供給が可能になったことで、スケールメリット・需要地近接に加え、熱需要の集積地を活用して発電を行うという新たなシステムの可能性が生じている。上記の問題意識の元で既存の発電排熱活用型地域エネルギーシステムのうち地域熱供給事業の類型化分析を行った結果、これまでは熱需要が面的エネルギー普及の制約となっていたが近年ではむしろ電力の供給先の確保が制約となっており、発電効率の向上という機器の技術革新の成果をうまく活用できていない可能性があることを明らかにした。また第2に、コージェネレーションを用いた電力/熱を供給する総合的エネルギーシステムに関するモデル分析・ヒアリング調査を行い、都市全体の電力と熱のエネルギーの換算の問題が積み残しになっている現時点では、プラント内部からの視点ではエネルギーシステムの省エネルギー性を適切に評価することが困難となっており、効果が過小評価されていることが普及の妨げとなっている可能性を指定した。これらの研究成果をもとに、次世代の都市エネルギーシステムのあり方を巡って様々な議論が行われている現時点では、可能な限り多様な視点・枠組みから評価を行いながらそれぞれ可能性をもった技術の実績を蓄積することを通じて、将来の好ましい姿を展望することが求められているという仮設を提示した。上記の研究結果の一部は、19年度の日本計画行政学会の全国大会において口頭発表を行ったほか、日本都市計画学会の研究論文に投稿中である。
