平成20年度は前年度に引き続き、中小企業金融に関する日中比較研究を行ってきた。具体的な内容は、(1)中国の現地調査で得られたデータや公表データを用いた計量分析を通して、中国の国有商業銀行や中小商業銀行の中小企業向け融資に関する実証分析を行った。それにより、中小企業向けの貸出供給の決定要因を明らかにした。また、中小企業にとって、最も重要な資金調達手段である銀行貸出と中小企業の設備投資との関連性について実証分析を行った。(2)中小企業金融における「地下金融」について現地調査に基づいた研究を行った。中国においては、非正規金融、いわゆる「地下金融」の規模が大きい。特に、中小企業が多い地域ほど「地下金融」が活発であるため、「地下金融」が中小企業にとっては重要な資金調達手段であるという見解もある。本研究では中国における「地下金融」の存在する原因とその問題点を探求し、「地下金融」の今後の在り方についても検討した。(3)中小企業金融における政策金融の役割について研究を行った。より詳細には、まず、公的金融の必要性と問題点について、理論面からの再検討を試みた。次に、実証分析を通じて、中国の中小企業金融における政策金融の問題点を指摘した。その上で、日本の経験を参照点としながら、中国中小企業金融における政策金融の位置づけや今後のあり方についての政策提言を試みた。以上述べたように、本研究は、日本の経験を参考にしながら、中国における中小企業金融の改革に対して具体的な政策提言を試みた。また、本研究は日中の比較研究を通じて、日中両国の中小企業金融の全体像をより正確に把握することができた。
