バングラデシュとインド・西ベンガル州の行政村の比較研究を実施した。バングラデシュでは、ブラーマンバリア・ショドル・ウポジラ内にあるマチハタ・ユニオン、西ベンガル州では、ナディア県内にあるショラティ・グラム・パンチャヤートを選定して、現地調査を行い、人員配置、機能、予算規模と主な予算支出分野、スタッフ研修等の点について比較検討した。英領植民地期の歴史を共有する両地域であるが、独立から半世紀以上経過した現在までに、行政村の働きに大きな差が生じている。第1に、両地域とも1つの行政村の人口規模は2～3万人と非常に大きいが、バングラデシュでは事務スタッフがわずか1名しか配置されていないのに対し、西ベンガル州ではその5倍に相当するスタッフが措置され、しかも研修プログラムが比較的充実していること、第2に、西ベンガル州では行政村の下の自然村にグラム・ショバがあるのに対し、バングラデシュでは何もないこと、第3に、西ベンガル州の方が行政村の機能が明白で充実していること、等である。また、以上の研究成果を、アメリカ・中央フロリダ大学で開催された南アジア学会の第3回大会で報告し(Md.Taufiqul Islam and Koichi Fujita, Empowering Rural Administration at the Lowest-level in Bangladesh : A Comparison with India, Presented at the South Asian Studies Association Conference(April3-5,2009)in USA)、かつ学会報告で得られたコメントに基づいて修正・完成したペーパーを、国連地域開発センターの学術雑誌であるJournal of Regional Development Studiesに投稿した。
